Emma Bourne OBE
Director, Circular Economy,
Department for Environment, Food & Rural Affairs
Emma is the Director for Circular Economy at the Department for Environment, Food & Rural Affairs. She has been in the Civil Service for nearly 20 years, having started out at mental health and criminal justice charity. She has worked on a range of social and economic policy issues and led multiple major government programmes. Her roles have included establishing a nation-wide programme for families with complex problems; leading an organisational change programme at the former Department for Communities & Local Government; and leading Defra's EU Exit strategy, legislative and border and Northern Ireland Programme. She was also the UK Government lead negotiator on agrifood for the Windsor Framework - the trade agreement between the EU and UK. She now leads Defra's Circular Economy Portfolio, including major reforms of the UK's packaging sectors and work to develop a new, long-term Circular Economy Strategy and sector-based roadmaps. Emma is the Defra group Honours and Parenting Network Champions. Emma is a mum, keen cook and enjoys walking and yoga. She is an OBE for her services to public administration
